Provincial Minister for Higher Education Raja Yasir Humanyun Sarfaraz presided over a syndicate meeting of Okara University.

Vice Chancellor Okara University Dr. Muhammad Zikriya Zakir, Chairman Punjab Higher Education Commission Dr. Nizam ud Din and other members attended the meeting. Administrative and financial issues were discussed in the meeting. The committee approved the recruitment on important vacant posts and also gave permission to establish Science Laboratory in the university. At this occasion, the Minister said that this government would ensure meritocracy in making nomination of members on this syndicates of public sector universities. We would ensure presence of whistle blowers and experts of field on the syndicates for meaningful contribution in the higher education sector.

He said almost 80 percent of the public sector universities are working on ad-hoc-ism. We will request to the chancellor to direct the universities to fill in the statutory positions through competitive process within three months. In case of any lapse, the vice chancellor will be held accountable in accordance with the provision of law.

The government intends to introduce a Public Sector Universities Amendment Act on the analogy of government of KPK to bring uniformity across the higher education sector. At present, each university has a separate legislative model which has legal implications towards standardization. Similarly, on the analogy of ESTA code and civil servants act, service statutes and rules of conduct for the universities will also be standardized. However, the universities may have customized regulations to cater to their indigenous needs. I will request the chancellor to constitute a committee or experts to prepare a draft a service statues and rules which will be implemented by the orders of the chancellor in all universities after taking law department, regulations wing of S&GAD and universities of board ensuring board based consultation towards policy shift.
